Why is government being so slow on securing a sustainable future for sea services?

That's the question pitched at the Department of Infrastructure by Onchan MHK Peter Karran - he says it doesn't have the upper hand at the negotiation table with Peel Holdings over the Liverpool landing stage.

Talks have taken place between the company and the Department of Infrastructure on work to secure it for the future.
