National health users should shape future of service

Is the health service striving for too much legal power?
 
That's the question an MHK addressed in his speech to the House of Keys on the National Health and Care Service Bill 2016 this week. 
 
If it's passed, parliamentary control is set to become fettered - enabling the DHSC to catalyse the greatest change since the service was set up in 1948.  
 
The second reading of the Bill has now been approved by members. Douglas West MHK Chris Thomas explains why service users should get involved:
